Jeff spent twenty years developing the judgment and ability to bring reason, intuition, and values together for executives facing complicated situations. Surrounded by one of the most educated workforces in the Federal Government, he was known for his unique capacity to distill complexity into clear options. At USAID, that meant managing a $2.1 billion portfolio across twelve regional offices in the Middle East, negotiating a five-year, $250 million strategic agreement with Tunisia, and coordinating a multidisciplinary team to mobilize $6.5 billion in public-private financing for African agriculture at the G8 Summit. The discipline was always the same: find what actually matters, make the room smarter, and deliver clarity to senior executives to enable confident decisions and structured execution.
He came to that work through Boston College, finding curiosity and meaning in the Jesuit human-centered framing of history and philosophy. The call to service led to two years as a Peace Corps volunteer in South Africa, looking to find the right questions and listening to see where he could be useful. USAID was where that instinct scaled, across program design, regional portfolio management, and senior leadership roles serving the U.S. government’s most consequential decisions. When the agency was dismantled in 2025, Jeff was in San Diego, and set out to deepen his analytical precision in financial modeling and valuation and testing different AI applications that could not just remove friction but compound intentional consistency. He kept looking for smart people that carried the spark he recognized. People who were turned on and driven by solving problems, alleviating pain points, and aligning passion with purpose.
Frontier Catalyst exists because Jeff believes that driven operators, from solo practices to scaling enterprises to large institutions navigating real complexity, deserve the decision infrastructure that he spent his career building for senior executives.
The agentic team is the infrastructure that makes that judgment scalable. Here is how it works.
Primary sources, verified attribution, confidence-tiered claims. Each agent is a purpose-built AI system with a specialized function, dedicated operating procedures and a curated knowledge base, and documented quality constraints. Every product rests on evidence the operator can defend in any room.
Every client-facing product passes through an independent factual review. Source coverage, attribution, and confidence labels are pressure-tested before delivery. Errors get caught before they reach a meeting that matters.
High-stakes work is given to a dedicated contrarian before it ships. The reviewer scores the strength of likely opposition and surfaces structural vulnerabilities. The work either holds, or gets sharpened until it does.
The team produces the ground; the operator makes the call. Strategic decisions belong to the human and stay there by design. The agentic team researches, models, and drafts, but does not decide.
Each “audit” is a formal factual accuracy review by an independent AI auditor. A “blocking issue” is any factual error, unsourced claim, or confidence mislabel requiring correction before delivery.
The team has been operational since March 2026 and continues to support multiple active engagements. Transparency is the path to trust.
- Independent factual audit on every client-facing product. Before any document leaves the team, a dedicated reviewer pressure-tests every factual claim, source attribution, and confidence-tier label. Issues get caught before they reach a meeting that matters. Products that don’t pass don’t ship.
- Adversarial pressure-testing on high-stakes work. A dedicated contrarian reviews high-stakes products before delivery, scoring the strength of likely opposition and surfacing structural vulnerabilities. The work either holds, or gets sharpened until it does.
- Source-grounded methodology. Every factual claim is tracked in a verified source record, labeled by confidence, and validated against primary evidence. The team goes wherever the best data lives: primary documents, named sources, operator-direct intelligence. The team stands behind what it brings back.
Operational since March 2026. Audit counts reflect formal independent reviews; deliverables reflect client-facing products shipped.
